Based in Rabigh, Saudi Arabia - 100 miles North of Jeddah on the Red Sea, working for Saudi Aramco at the PertoRabigh Petro-chemical refinery – which is a joint venture with Sumitomo Chemicals and Saudi Aramco - on their Phase II expansion as part of the Project Execution Department.
Hired as a construction manager to oversee the contractor both as the client and as the project management team (Petrofac) and act as the middleman between the consultant and contractor.
I am responsible for all Health Safety & Environment on site – in 3 separate areas
• Health & Safety Manager on part of $8.5 billion U.S. Dollar petro-chemical refinery expansion project.
• Reporting to the Project Director.
• Led health & safety in common utilities area – containing: air separation unit, solid and liquid incinerators, cooling tower for the refinery, oil coolers, storage tanks, fire water system. (under/ over-ground services & all structures) two substations and process buildings, and 1Km of common pipe rack – fully loaded with process & utility piping as well as cabling.
• Led health and safety in two further areas – 1. Waste Water and Sewage Treatment Plant (Effluent, aeration and equalization basins, clarifiers, contaminated surface water tanks etc plus a substation and process interface building) & 2. Tank Farm. (Mix of spheres and cylindrical tanks & floating and fixed roof types, plus a substation and process interface building.
• Liaising with other package managers with regards to tie-ins and interface points for drainage, fire water lines, cooling water lines, steam lines, steam supply, ensuring lock out tag out. etc.
• Overseeing for fit out works of all substations – and implementing entry permit system for energized substations.
• Supervision of over-ground piping erection – on technical structures, pipe racks, civil supports and sleepers.
• Supervision of piping test packs – hydrostatic tests, nitrogen leak tests.
• Review of project method statements – construction and pre commissioning procedures etc.
• Signing off requests for inspections and permits to work.
• Liaising with Petro-Rabigh Directorate Office with regards to procedural changes.
• Ensuring contractors material & chemical disposal plan is acceptable, up to date and implemented.
• Ensuring all materials are handled in accordance with their respective MSDS.
• Ensuring all contractors compliance with Petro-Rabigh HSE policy and plan.

Project: SAB Miller/ Intafact Beverages Brewery.
Employed initially as the site QHSE Manager for a Jagal Nigeria, a turnkey contracting company. Due to site location Onitsha, Anambra State, Nigeria and all of the company's previous jobs being located in Lagos, I became de facto Construction Manager due to lack of staff numbers - no one wanted to leave Lagos.
Undertook other roles – QS and Contracts management - as and when required by the PM. QHSE standards, for Nigeria, were brilliant, due to the PM and myself being used to UK/ USA regulations. Workers were very receptive and appreciated the fact that the "rules" were there to ensure they went home at night in the same condition they arrived in the morning. Toolboxes were delivered in the morning first thing, and before new and non routine tasks. General site tours conducted in the morning and afternoon (no set time) so to see real working conditions and practices, not what foremen would have me see. Site tours were conducted with the client and consultant - usually before the client CEO would visit. Site materials came from Lagos, as did plant and heavy tools, to guarantee as far as possible the standards of both quality and safety. It fell under both QHSE and construction manager remit to ensure that major works – eg. Concrete pours - that all safety precautions were in place; For example barrication of edges (if pouring the slabs at height) all personnel had correct PPE etc and drinking water was in plentiful supply. Preparation of weekly & monthly statistics for HSE, site specific project HSE plan, risk assessments for routine and non routine tasks etc, as standard. Quality of materials was established by using known suppliers from Lagos, with certification – for Rebar, bulk cement, aggregates etc. Structural Steel was supplied from the UAE. Quality management systems followed ISO 9001. Testing of materials – e.g. compression testing - took place in certified Labs in Lagos, as local labs were not certified and had uncalibrated testing apparatus. QCP forms were created and signed off by Jagal engineers, consultant and client. The Construction Manager role involved ensuring progress against the project master plan – in order to take all necessary steps for HSE and ensure no clashes with other work. In addition to ordering materials in good time, creating the concrete mixes (varying compressive strengths used) and supervising concrete pours, other parts included; ensuring the latest drawings were issued to the engineers and method statements were written and submitted to the client and communicated to the engineers. Requests for information were used as both for clarification and notifications of delay/ variations/ claims etc. Within this role, I was responsible for bringing in over $1Million US extra revenue as per the FIDIC contract - Clauses 8.1 Initial handover of site and 20.1 Notification of Delays due to non committal design, were used for the major claims - for extension of time and for delay payments. Measurement of work undertaken and completed was ongoing by me, reflected in the daily reports requested to the client and consultant, as it included a section regarding the previous day's actual work completed.

QHSE Advisor/ Site Manager
Project: Lycee Francais Charles de Gaulle, London.
The HSE advisor and Site manager role, for an IT solutions company based in London, involved writing HSE plans and generic risk assessments for tender packages (eg. Durham University, installation of network cabling) and as a general concern – signage for sites, ensuring tools are inspected and tested and replaced as necessary.
The Site manager aspect involved supervision of works and liaising with the client to ensure minimal disruption to the school day activity was kept at a minimum, as well as ensuring the order of materials before site supply was exhausted. On site risk assessments were carried out due to the nature of the work area being in use by the public – work had to stop overhead while classes were changing.

Project: Zayed University Campus & Infrastructure.
HSE Advisor role; Wrote a project HSE plan and generic risk assessments for routine tasks and conditions (e.g. working in UAE summer heat, dust/ sand) for Gulf Target, a general contractor undertaking an infrastructure project in Abu Dhabi. Visited the site twice, in order to see for myself what the job entailed and initial site conditions.
Advised on HSE matters relevant to site - water supply for workers, PPE needed for road construction, rope and rebar for "soft" edge protection (keep off of newly laid road) "hard" edge protection to be utilised where levels were uneven (Falls from height trenches etc) Freelance work taken while looking for long term contracts/ staff positions in Dubai after being made redundant by Turner. Finished the job and my visa was due to be cancelled, so returned to the UK.
My responsibilities included the following:-
• Briefing the General Contractor on all HSE matters on a 20billion AED infrastructure project.
• Designed the Health and Safety Plan for submittal to the design consultant and project management team.
• Designing initial risk assessments, identifying suitable control measures (within budget) and briefing both the site management team and head office of measures needed to be taken.
• Designed and supplied basic Risk Assessment forms, Accident/ Incident forms, Daily/ Weekly and Monthly statistical forms.
• Briefed Head office regarding ISO 9001/ 9002 Management System – explaining how it will benefit the company when tendering for contracts and how it highlights areas of the business that need change.

Project:- Burj Khalifa Development (Dubai Mall, Infrastructure, Lake & Tower).
Initially employed as the HSE Manager for the Dubai Mall and Hotel (The Address) – Tuner were the project managers for the entire Burj development – split into 3 projects. Tower, Mall, and Lake & Infrastructure. As the project management company it was purely management position - i.e. oversight. Due to delays – caused by various design changes etc before I arrived, I was handed Construction Manager roles in addition to my HSE duties. This was the case on all 3 projects - as it was billed as the most prestigious project on the planet, the client Emaar, and their subsidiaries Emaar Malls (who also owned Turner Middle East) were not to be embarrassed by delays to their stated opening dates.
The Dubai Mall – Working initially overseeing the contractors Dutco Balfour Beatty/ CCC HSE department. Joint site tours were conducted weekly, auditing and oversight of quality management system - records of hot work permits/ accident/ incidents etc took place twice - I audited alone. Attendance of all meetings; safety, weekly progress and planning - for safety and construction/ progress matters, fit out meetings with client - Emaar Malls etc.
Construction Manager duties involved oversight of various engineers and construction managers for the contractor. Areas I worked on included the aquarium, ground floor "high fashion area" (corridor atrium adjacent to the lake) and secondary food court on the Lower ground floor. The Burj Khalifa (Burj Dubai as it was known), similar basic duties as the Mall - site tours with contractor Besix and Samsung, The HSE problems of working at extreme height, moving materials, and measures taken to minimise risks associated with manual handling and falls from height - edge protection, barrication of edges and all slab openings, fall arrest systems - safety nets etc. Ensuring emergency plans were adequate and assembly points were kept clear. Construction duties involved liaising with curtain wall CM to enable fit out of the Armani Hotel and Apartments - over the first 30 floors - ensuring interior finishes could start and not be exposed to the elements. Oversight of general finishing to all areas (rooms etc) floors and staircases = Marble flooring and panelling, paint finishes first and second fixes of electrics and so on.
Infrastructure & Lake - Similar basic duties as the Mall and Burj. problems associated with this project were working in confined spaces - underground tunnels for lake and fountain. Also within health safety and environment was the cleanup of the area - rain would wash sand and site debris onto the finished roads - client was unhappy about such a prestigious development that was partially open looking like a building site. Construction Management wise was responsible for supervision and pushing of painting the lake floor and placing of lake walls.
My responsibilities included the following:-
• Safety Manager of 20 Billion Dollar Development, including the world’s tallest building, and 4 Billion Dollar shopping Mall
• Ensuring implementation of Main Contractors HSE policy – from main joint venture contractors to specialist subcontractors.

Lead HSE Engineer on a 24 storey office tower located in TECOM 3/ The Greens area of Dubai. Documentation preparation included site specific risk assessments, weekly and monthly statistics and accident/ incident/ near miss reports for head office. Day to day activities involved looking at project plan to determine what HSE materials would be needed in advance - Safety Nets and anchor points for harnesses etc, gloves for handling steel, dust masks etc. Was also my responsibility to ensure that edge protection was set up and in place prior to slab pours and that edge protection for finished slabs was in place, after shutter removal and before block work was started.
Site tours with construction manager and monthly with Dubai Municipality and TECOM representative. Problems faced were working within a built up area (3 Tower cranes on site initially, 2 placed next to an occupied residential building)working at height and initially working below ground level - accessing site via a ramp and staircase used as secondary access. Ensuring plant certification as per TECOM regulations.
My responsibilities included the following:-
• Lead Safety Engineer for construction of 24 Storey Office Block – Main Contractor – Value 300 Million AED.
• Ensuring implementation of project specific Target HSE plan.

Day to day activities included securing hot work permits - DEWA = power station working under oil & gas regulations, checking project plan for upcoming works - order specialist PPE/ tools as necessary, supervision of loading/ unloading of barges - materials and plant, ensuring backfilled/ reclaimed area was out of bounds to non-essential personnel, ensuring plant certification as per DEWA regulations, liaising with DEWA for plant delivery - organising route to site through live power station. Liaising with divers as per sea conditions - safe to work or not -e.g. swell due to seasonal winds etc. Travelling out to sea barges to check working conditions. Working on the civil aspect ensuring that access to foundation level 7m below sea level 2 no staircases were built, (area pre-braced with sheet piles) Emergency Evacuation plan for area written on site by me - due to civil and marine crossover at point of connection - non essential personnel completely out of the area, and no divers in the pipe trench while piles removed etc.
My functions included the following:-
• Lead Safety Engineer for 30 million gallon pipeline marine project – Value 200 Million AED.

Office Manager/ Site supervisor, Safety Officer on a residential project - knocking 2no. 6 storey townhouses and 2no 3 storey mews houses into one house for a private client. Office duties included; finding specialist contractors for works (including ornamental iron balustrade artisans) ordering of materials from suppliers and arranging meetings with the project manager and contractors on site - either new or contractors used previously.
